and was briefed on multiple occasions about it. While he knew that
U.S. intelligence was split over Iraq WMDs, McCain never said anything
publicly about the other view contained in the classified documents in
which he had been given special access.

to investigate allegations that Iraq had sought uranium from Niger. The
article included a quotation attributed to the unnamed ambassador alleging
that administration officials "knew the Niger story was a flat-out
lie." The article also was critical of how the administration,
including the Office of the Vice President, portrayed intelligence
concerning Iraqi capabilities with regard to weapons of mass destruction,
and accused the administration of suppressing dissent from the
intelligence agencies on this topic.

Perle, head of the Defense Policy Board and foreign policy advisor to
Bush, is asked about new challenges now that the Cold War is over. He
cites three: "We're concerned about Saddam Hussein, we're concerned
about the North Koreans, about some future Iranian government that may
have the weapon they're now trying so hard to acquire..." [Australian
Broadcasting Corp., 8/6/01] Note that these three nations are the same
three named in Bush's famous January 2002 "axis of evil" speech (see
January 29, 2002). [CNN, 1/29/02] High US officials are later talking
about attacking all three, even though there are almost no connections
between any of them and al-Qaeda. [Newsweek, 8/11/02] Meanwhile, bin
Laden and most top leaders of al-Qaeda and the Taliban remain at large.
Was the 9/11 attack an excuse for the US to go after its enemies?
- September 11, 2001 (W): Five
Israelis are arrested for "puzzling behavior" related to the WTC
attacks. They are arrested around 4:30 P.M. after having filmed the
burning WTC from the roof of their company's building near Liberty State
Park, then shouting in what was interpreted as cries of joy and mockery.
They were spotted by a neighbor, who called police and the FBI. The
police tracked them down in a van with the words "Urban Moving Systems"
written on the side. [Bergen Record, 9/12/01, Ha'aretz, 9/17/01] One man
was found with $4,700 in cash hidden in his sock, another had two
passports on him, and a box cutter was found in the van. [ABC News,
6/21/02] Investigators say that, "There are maps of the city in the car
with certain places highlighted... It looked like they're hooked in with
this. It looked like they knew what was going to happen." [Bergen
Record, 9/12/01] One of these Israelis later says, "Our purpose was to
document the event." [ABC News, 6/21/02] The FBI later concludes at
least two are Mossad agents and all were on a Mossad surveillance
mission. The FBI interrogates them for weeks. [Forward, 3/15/02] They
are held on immigration violation charges and released 71 days later.

February 14, 2002. The following are portions of Mr. Bollyn's article:
- 1998 (D): "The Air Force has begun a
series of wargames entitled Global Engagement at the Air War College,
Maxwell Air Force Base, Alabama." The same article mentions that the
military is working on a "variety of new imaging and signals
intelligence sensors, currently in advanced stages of development,
deployed aboard the Global Hawk, DarkStar, and Predator unmanned aerial
vehicles (UAVs)..." [Department of Defense Annual Report, 1998] What is
the relevance of this? Global Hawk is a technology that enables
pilotless flight and has been functioning since at least early 1997.

April 23, 2001: A Global Hawk (equipped Boeing 737) plane flies 22 hours
from the US to Australia without pilot or passengers. A Global Hawk
manager says, "The aircraft essentially flies itself, right from
takeoff, right through to landing, and even taxiing off the runway" (see
1998 (D) and September 25, 2001). [ITN, 4/24/01]

The U.S. and Israel each have a fleet of AWAC aircraft with the capacity
to utilize electro-magnetic pulsing (EMP) to disable on-board flight
controls and communications of targeted aircraft and then to fly the
targeted aircraft by remote control.
The Special Intelligence available to Bush and Sharon via the Israeli
"art students."
There were 200 or more Israeli spies from Israel's CIA, Mossad operating
in the United States prior to 9-11. Some agencies of the U.S. such as
DEA were not privy to what was going on, arrested them and made a report
of the many contacts of these spies with DEA. When arrested, they were
sent back to Israel by the CIA. Nobody knows how many more spies there
were who were not caught. There is evidence that some of these spies
were attractive females who partied with the hi-jackers, drank with
them, supplied them with the drug Ecstasy, and slept with them. It is
alleged that these Israeli spies supplied Sharon and Bush with detailed
precise plans of the hijackers well in advance of 9-11. To read the

efforts in Foreign Nation A."
If Franklin and his Israeli handler - a
nuclear weapons specialist - were talking about a woman whose "thoughts
concerning the nuclear program" of a certain "Middle Eastern country"
had some significance, then surely Judith Miller is a likely candidate.
When we add in the business about "certain charity efforts in Foreign
Nation A," the identification becomes even more credible: "Foreign
Nation A" is Israel, the "charity efforts" consist of work on behalf of
the Iraqi Jewish Archive, a joint project undertaken by Miller, Harold
Rhode (Franklin's associate - and fellow suspect - in Feith's policy
shop), and Ahmed Chalabi.
