VENEZUELA: Bush's next oil war? by Stuart Munckton A statement released on March 8 and signed by almost 400 Venezuelan journalists accused the US government and media of a campaign to prepare the ground for a US military attack on oil-rich Venezuela.According to translation of the statement posted at the Venezuela Analysis website, it begins by declaring: “As it was done in the past to Guatemala, the Dominican Republic, Chile, Grenada, and Haiti, the government of the United States today targets the Bolivarian Republic of Venezuela with all its media and propaganda power. In those brother nations, such campaigns served as the preamble for an armed invasion by the main global military power.” The journalists claim the aim of the current US campaign of “lies, distortion, and manipulation” is the “overthrow President Hugo Chavez Frias' democratic government”. In February, the Venezuelan government publicly accused the US government of plotting to assassinate Chavez. Tensions were further heightened when the Venezuelan government announced it had detected the secret presence of “US Marines, along with military planes and amphibious vehicles” on the Caribbean island of Curacao, just 75 kilometres from the Venezuelan mainland, according to an Associated Press report on March 1. The announcement, by Venezuelan Navy Commander Armando Laguna, sent a wave of panic in Venezuela about an “imminent US invasion”, according to a March 1 Venezuela Analysis report. National Assembly deputy William Lara claimed the US military presence was part of "a plan to intimidate and provoke by the US". Venezuela Analysis reported on March 5 that the US ambassador to Venezuela, William Brownfield, had expressed regret at the “lack of communication” over the incident. The Vheadline website reported on March 8 that the Curacao government had categorically stated that it would not allow the island to be the base for any attack on Venezuela. Venezuela's accusations against Washington were given added credibility when Venezuelan Vice-President Jose Rangel told the media that former US ambassador to Venezuela Charles Shapiro had informed him of a potential plot to kill Chavez. According to a March 9 Vheadline report, current US ambassador Brownfield confirmed that Shapiro had informed the Venezuelan government that US officials had information of a potential assassination attempt. Brownfield denied that the US government was party to the plot. However, during a visit to India in early March, Chavez publicly reiterated his accusation that the US was plotting to assassinate him, declaring that “if something happens to me, there is only one person responsible for it, and his name is George W. Bush”. Oil threatAccording to a March 5 South Asia Media website report, Chavez repeated his threat to cease selling Venezuelan oil to the US in the event of any US or US-backed attack on Venezuela. While Washington has been hostile to the Venezuelan government ever since Chavez's election in December 1998, a public campaign by both government officials and the US media has been underway since Condoleezza Rice became US secretary of state in January. Referring to Chavez in a January 26 speech to a US Senate foreign relations committee, Rice said that Bush administration was “very concerned about a democratically elected leader who governs in an illiberal way”. This was the start of a ceaseless campaign against the Venezuelan government waged by US officials and the US media. Highlights have included the director of the CIA, Peter Goss, publicly targeting Venezuela as the leading Latin America nation the US is concerned about and a TV documentary run by Fox News in early February under the title The Iron Fist of Hugo Chavez. The essence of the campaign has been to demonise Chavez, who has won nine national elections in six years, by claiming that he is moving to establish a dictatorship and using Venezuela's oil wealth to support “terrorists” in Colombia and “destabilising” Bolivia. The Chavez government denies providing material assistance to any armed groups in Colombia or to any of the groups inside Bolivia that are organising ongoing protests against the neoliberal policies of the Bolivian government. The US government has provided no concrete evidence to support its charges. Nonetheless, the US State Department, in its annual human rights report, released in February, accused the Venezuelan government of having a “poor” human rights record. The report singled out alleged harassment of political opponents and charged that Chavez government officials had “increased their control over the judicial system”. Rangel denounced the report as “more lies, more falsifications, more hypocrisy” and declared that the US had “no moral authority” to criticise Venezuela. He accused Washington of being the biggest violator of human rights in the world, singling out the “murder” of civilians in Iraq and Afghanistan and the violation of human rights in the US-operated “concentration camp” at Guantanamo Bay, Cuba. The US human rights group Washington Office on Latin America also criticised the report for singling out Venezuela for alleged breaches of human rights while letting pro-US regimes like Colombia off the hook. Despite an increase in Colombia of politically motivated murders, the State Department report claimed the human rights situation there has improved. US corporate interestsBehind Washington's propaganda campaign against Chavez, however, is not any concern about the growth of “tyranny” in Venezuela, but rather concern over the threat posed by the Chavez government to the profits of US corporations. Chavez is leading a popular process known as the “Bolivarian revolution” that is challenging US domination in the region and redistributing wealth and political power to the 80% of Venezuelans who live in poverty. Venezuela supplies up to 15% of US oil imports and the US purchases up to 60% of Venezuela's oil output. A key goal of the Chavez government has been ensuring full government control over Venezuela's oil industry in order to use its earnings to eradicate poverty. This has put Venezuela at odds with US oil corporations, and therefore at odds with the US government. In November, Chavez announced that his government would begin to enforce the law passed in 2001 that calls for a dramatic increase in the royalties foreign corporations pay to the Venezuelan government for the extraction of oil inside Venezuela. ExxonMobil has denounced the increase and is considering mounting a legal challenge, according to a February 28 Venezuela Analysis report. In December, Venezuela signed an agreement with China that includes plans for Venezuela to sell large amounts of oil to China. Although China does not currently have the refining capacity to deal with Venezuela's high-sulphur oil, the agreement sparked concern among US commentators about the potential for Venezuela to either cease or significantly decrease its oil sales to the US. This concern was further fuelled when, on February 3, Chavez publicly stated his displeasure at what he considered was Venezuelan oil “subsidising Mr Bush”. Although Venezuela has repeatedly insisted it does not intend to cease oil sales to the US, Chavez is clearly looking to diversify Venezuela's oil markets and reduce its dependency on selling oil to the US. The Venezuelan government has also begun cracking down on corporate tax evasion, fining and temporarily closing down businesses that fail to obey the law. McDonald's and Coca-Cola have been two high-profile targets of the campaign, forced to shut down their operations in Venezuela this year for two days for failing to have their books in order. The anti-tax evasion campaign has netted the Venezuelan government a 50% increase in tax revenue, which the government is using to fund a 24% increase in the minimum wage. On top of this, since winning an August 15 referendum on continuing his presidency, Chavez has been pushing for a significant deepening of the Venezuelan revolutionary process. In an article posted on March 8 on the Seven Oaks magazine website, Derrick O'Keefe commented: “There is no doubt that the United States government understands the significance of the current direction of the process in Venezuela. An oil-rich country with a radical, anti-imperialist government which has received repeated, indisputable democratic mandates and now advocates for socialism, the government in Caracas poses the gravest ‘threat of a good example' since the Cuban Revolution of 1959.” The combination of Washington's isolation in Latin America and its need
for Venezuelan oil is likely to keep at bay the threat of a direct
military attack by the US, but it is also clear the Bush administration is
preparing the ground for an attack of some sort against the Chavez

Wayne Madsen Report: April 13, 2006 -- As U.S. and NATO descend upon the Caribbean in two exercises -- Operation Tradewinds and Partnership for the Americas -- designed to intimidate populist and progressive governments and political movements in Latin America, particularly the Hugo Chavez government in Venezuela, comes word from U.S. intelligence sources that U.S. Special Forces are training Guyanese rebels in Guyana for cross-border incursions into the eastern part of Venezuela. It is clear that with the arming and support of secessionist forces in Zulia state in western Venezuela, the Bush regime has decided to also foment problems in Venezuela's east. The Guyanese-Venezuelan border has a history of irredentist problems among the tribal peoples who live in the region. U.S. missionaries tied to U.S. intelligence activities have been active among Amerindian tribal peoples of Venezuela, Colombia, Brazil, and Guyana, especially those living in the border regions of Venezuela. It now appears that President Hugo Chavez was correct when he accused U.S. missionaries, particularly the New Tribes Mission, of being linked to the CIA. Suspiciously, New Tribes Mission is based in Jeb Bush's Florida, which has become a newly invigorated base for CIA-funded right-wing Cuban, Venezuelan, Bolivian, and other Latin American paramilitaries and terrorist groups. |

Former Florida Governor and 2016 presidential hopeful Jeb Bush may have thought he could pass himself off as "Hispanic" when he ticked off that ethnic option on his 2009 voter registration form but he was not able to easily pass himself off as a "banker" in Venezuela in the late 1970s. One of the last things then-Central Intelligence Agency director George H. W. Bush did for his son Jeb, whose actual name is John Ellis Bush from which the "Jeb" is derived as an acronym, is to have him hired by the international division of the Texas Commerce Bank as a CIA "non-official cover" officer or "NOC." Texas Commerce Bank was an optimal cover for CIA activities. The bank was founded by the family of James Baker. All the elder Bush had to do was to call his close friend Baker to have his son hired by the bank's international division, the usual branch where CIA NOCs were placed within banks and investment firms. Other banks used by the CIA for NOC embeds included Bank of America, Chase Manhattan Bank, and Manufacturers Hanover. Texas Commerce Bank, bought by Chemical Bank in 1987 and which is now part of J.P Morgan Chase, had the right pedigree to enable it to work closely with the CIA. In 1977, its board members included Lady Bird Johnson and the recently-defeated President Gerald Ford. In the 1980s, Kenneth Lay, who founded the CIA-connected Enron, became a board member of Texas Commerce Bank. Howard Hughes's CIA-linked Summa Corporation used Texas Commerce Bank to purchase a number of properties on the Las Vegas strip. In 1977, a short time after his father left the CIA as director, Jeb, fluent in Spanish as a result of his time as an exchange student in Guadalajara, was sent, along with his Mexican wife Columba, to Caracas, Venezuela to work as a "branch manager" and "vice president" at the young age of 24. But Jeb was no ordinary "branch manager." He was, officially, Texas Commerce Bank's top point man in the Venezuelan capital and, unofficially, the CIA's main financial liaison to the Venezuelan oil industry and the Colombian narcotics cartels. Jeb would regularly report to his CIA "official cover" counterpart attached to the U.S. embassy in Caracas as a State Department "diplomat." Jeb as a CIA "NOC" in Caracas for Texas Commerce Bank, owned by James Baker Jeb helped lay the groundwork for the future Reagan-Bush administration's 1980s covert war against Nicaragua and leftist guerrillas in El Salvador by establishing banking and money laundering links between the CIA and the Medellin and Cali drug cartels. Jeb's friends in the Colombian cartels, particularly Medellin cartel boss Pablo Escobar, would helped finance the Nicaraguan contras in return for CIA-supplied weapons. While in Venezuela, Jeb cleverly managed to hide the Colombian cartel's drug revenues as oil industry revenues of "front" companies. Texas Commerce Bank was the bank of choice for Latin American drug cartels. It was later discovered to have stashed $7 million in drug profits for the Gulf cartel of Mexico. http://toprightnewscom.c.presscdn.com/wp-content/uploads/2014/04/JebDubya.jpg Jeb ready to continue the CIA's lock on the White House Baker sold Texas Commerce Bank's Houston skyscraper to the head of the National Commercial Bank of Saudi Arabia, Sheikh Khalid bin Mahfouz, in 1985. Bin Mahfouz was later identified as a key member of Saudi Arabia's support network for the 9/11 terrorist attacks against the United States, which is noted in the still-classified 28 pages of U.S. Senate Intelligence Committee Report on 9/11 intelligence failures. Bin Mahfouz, who lived in the River Oaks section of Houston near George H. W. Bush, died suddenly in 2009 at the age of 59. Bin Mahfouz, who was also an Irish citizen, threatened with confiscatory lawsuits any publication that reported his links to 9/11 and his family ties to Osama bin Laden. Jeb had no problems with the Venezuelan government in providing financial support for the Colombian cartels. For much of Jeb's stay in Venezuela, the extremely corrupt Carlos Andres Perez, known as "CAP," was president. His extravagant spending using Venezuela's revenue from the recently-nationalized oil industry earned his government the nickname of "Saudi Venezuela." Although CAP nationalized the oil industry and created the Petroleos de Venezuela (PdVSA) state-owned oil firm, he also was generous to American firms bidding for work with PdVSA. One of them was Bechtel Corporation, the firm of future Reagan-Bush cabinet members George P. Shultz and Caspar Weinberger. With a number of Bechtel employees in Venezuela, Jeb was not the only CIA "NOC" present in the country. But, he was the most influential. During CAP's second term as president from 1989 to 1993, a young army officer named Hugo Chavez attempted to overthrow the corrupt CAP in a coup. Many of Venezuela's elite who Jeb befriended during his days as Langley's main NOC in Caracas later became involved with repeated CIA attempts to overthrow Chavez and his successor, Nicolas Maduro. Today, they and their progeny live in the Miami-Dade area, particularly in Doral, nicknamed "Doralzuela," and are among Jeb's strongest and most deep-pocketed political supporters. In 1989, CAP crushed popular protests against his government by killing as many as 3000 protesters. The massacre is known as the "Caracazo" massacre. After leaving office the second time, Andres Perez was convicted of corruption and sentenced to 28 months in prison. After leaving Venezuela in 1980 to help with his father's presidential and vice presidential campaigns, Jeb hooked up with Cuban-American Miami businessman Armando Codina, who had his own connections with CIA-supported anti-Castro Cuban exiles in south Florida. It was Codina who helped Jeb make millions of dollars in the real estate business and eventually help launch him on his political career that took him to the Governor's Mansion in Tallahassee. Jeb, as a principal of the Codina Group, was able to arrange the sale of high-priced condos and mansions in the Miami area to his elite friends in Venezuela, with Jeb receiving handsome sales commissions. One of Jeb's close Miami associates was Cuban terrorist Orlando Bosch. Bosch was a key figure in the CIA's Operation Condor, which was an alliance of Latin American military dictatorships that targeted leftist leaders for assassination across international borders. Bosch helped carry out the October 1976 bombing of Cubana Airlines flight 455, which was en route from Barbados to Jamaica. All 73 passengers and crew were killed in the attack, including children and the Cuban fencing team. The Cubana bombing plot was discussed at a 1976 meeting in Washington between Bosch; another Cuban terrorist, Luis Posada Carriles; and Michael Townley of the CIA. Jeb's father, the CIA director, was fully aware of the plot, as well as another plot to kill former Chilean Foreign Minister Orlando Letelier. Letelier and Roni Moffitt, his American associate, were killed when their car exploded on Sheridan Circle in front of the Irish embassy in Washington on September 21, 1976, a few weeks before the Cubana airliner was blown out of the sky off Barbados. Codina, Bosch, and Posada Carriles were all part of Jeb's inner circle of friends, which also included Cuban businessman Camilo Padreda, a former spy for Cuban dictator Fulgencio Batista, and Hernandez Cartaya, both later indicted for systematically embezzling funds from the Jefferson Savings and Loan of McAllen, Texas. Padreda and Cartaya were also identified as CIA agents who helped skim funds from Jefferson and other S&Ls to fund the Nicaraguan contras. Jeb's work for the CIA in Caracas in 1977 came a few months after the CIA's worst terrorism spree in history, which also happened to coincide with George H. W. Bush's single year as CIA director. After his father became Vice President, Jeb served as the liaison for the Nicaraguan contras and he arranged meetings between them and their supporters and the White House point man for covert assistance to the Nicaraguan rebels, one Marine Corps Lieutenant Colonel by the name of Oliver North. Another one of Jeb's Cuban cronies, Miguel Recarey, owner of Miami-based International Medical Center, an HMO, was awash in ill-gotten Medicare funds. Recarey and his brother, who had close ties to the CIA, were also funded by Florida Mafia boss Santo Trafficante, Jr., a co-conspirator in several CIA plots to assassinate Fidel Castro and a suspected co-plotter in the assassination of President John F. Kennedy. A Jeb Bush presidency would maintain the CIA's lock on the White House. Barack Obama's and his family's CIA connections are a historical fact. George W. Bush ensured the CIA's control over the presidency for eight years and before him, Bill Clinton, who had his own links to the CIA's contra-cocaine network through Mena, Arkansas, has seen his Clinton Foundation benefit from a $1 million contribution from one of Jeb's old Cuban-Venezuelan friends, Gustavo Cisneros, the multi-billionaire "Berlusconi of Venezuela." Cisneros, now exiled in the Dominican Republic, was involved in the CIA's 2002 abortive coup against Chavez. |
