Derek Simpson, joint general secretary of the trade union Amicus, voiced concern that DynCorp should be involved in one of the government's public-private partnerships.  ...  "The root of the trade unions' opposition to PPPs is concern that public servants will be transferred into the hands of bad employers. The government is never going to get wholehearted support to hand over public services to private companies if they have records like this." A spokesman for the Ministry of Defence last night said no decision had been taken. ... Ms Bolkovac is not the only employee who claims to have been unfairly dismissed by DynCorp over the sex trade scandal. Hours after she won her case lawyers for the company made an undisclosed financial settlement in a lawsuit in Texas with a former employee, Ben Johnston, who also exposed the affair. ... Mr Johnston's case included allegations of men having sex with girls as young as 12. His claims also concerned a nightclub in Bosnia frequented by DynCorp employees, where young women were sold "hourly, daily or permanently".

Stephen Griles, guilty plea, Abramoff....top representative on Vice President Dick Cheney's energy task force.
WASHINGTON - Former Deputy Interior Secretary Steven Griles will plead guilty Friday to one count of obstruction of justice in the Jack Abramoff corruption investigation, The Associated Press has learned. Griles, an oil and gas lobbyist who became an architect of President Bush's energy policies while at the Interior Department between July 2001 and July 2005, is the highest ranking Bush administration official implicated in the Washington lobbying scandal.

The former No. 2 official at the Interior Department has agreed to a felony plea admitting that he lied five times to the Senate Indian Affairs Committee and its investigators about his relationship with Abramoff, people involved in the case told the AP. Griles will admit he concealed that he had a unique relationship with Abramoff, people involved in the case said on condition of anonymity, because a federal judge had not yet approved the plea deal. Griles and Abramoff met on March 1, 2001, through Italia Federici, a Republican environmental activist whom Griles had been dating.

That was just one week before Griles, who had been serving on Bush's transition team for Interior, was nominated by the president as deputy to Interior Secretary Gale Norton. Second in rank only to Norton, Griles effectively was Interior's chief operating officer and its top representative on Vice President Dick Cheney's energy task force. Prosecutors dropped earlier allegations that Griles did anything improper to help Abramoff or gained anything of value from the former Republican lobbyist, the AP was told. The agreement does not require Griles to help investigators with their grand jury probe.

In exchange for the plea, federal prosecutors will seek no more than a 10-month prison sentence for Griles - the minimum they could seek under sentencing guidelines - but they will agree to let him serve half that in home confinement, according to one person involved in the case. Griles lives in Virginia with Sue Ellen Wooldridge, who until January was an assistant attorney general in charge of the Justice Department's environmental division.

The AP reported in February that Wooldridge, as the nation's environmental prosecutor, bought a $980,000 vacation home last year with Griles and Donald R. Duncan, the top Washington lobbyist for ConocoPhillips. Nine months later, she signed an agreement giving the company more time to clean up air pollution at some of its refineries.

 

Halliburton, Class Action Lawsuit

NEW YORK (Reuters) - Halliburton Co. (NYSE:HAL - news) and several top executives intentionally engaged in "serial accounting fraud" from 1998 to 2001, including when it was led by Vice President Dick Cheney (news - web sites), according to a new filing in a shareholder class-action lawsuit against the company.  The filing accuses Houston-based Halliburton, the world's No. 2 oilfield services company, of systematic accounting misdeeds far more wide-ranging than those charged in a recent civil lawsuit by the U.S. Securities and Exchange Commission (news - web sites). Cheney was not named as a defendant in either proceeding.

Halliburton agreed on Tuesday to pay $7.5 million to settle SEC charges that it misled investors by not disclosing an accounting change that boosted profit in 1998 and 1999.  Among other things, the filing accuses Halliburton of inflating results, failing to disclose a big asbestos verdict in a timely manner, and being unable to account for $3.1 billion of profit and cash.  Halliburton in a statement called the lawsuit an abusive attempt to extort money from current shareholders and smear the company and its employees.

The allegations in the 101-page filing and the SEC action cover two years when Cheney was Halliburton's chief executive officer.  The filing with the U.S. District Court in Dallas was first reported by the New York Times. Reuters obtained a copy.  Named as defendants in the lawsuit are Halliburton and four executives: David Lesar, formerly the company's chief operating officer and now its CEO; Douglas Foshee, a former chief financial officer and now CEO of El Paso Corp. (NYSE:EP - news); Gary Morris, another former CFO; and Robert Muchmore, a former controller.

Muchmore has settled with the SEC, and like Halliburton, neither admitted nor denied wrongdoing. Morris did not settle, and is being sued by the SEC in federal court in Houston.  El Paso and lawyers for Foshee and Muchmore could not immediately be reached for comment.

SYSTEMATIC FRAUD ALLEGED

Halliburton said the Dallas court had "preliminarily approved Halliburton's settlement of approximately 20 class-action securities cases ... and ordered that no further complaints be filed."  These cases included two filed by class-action specialist Scott & Scott LLC of Colchester, Connecticut, on whose behalf the filing was made, the company said.  "We have filed what we believe to be a very complete, detailed complaint for securities fraud violation," said David Scott, managing partner of Scott & Scott.

He noted the proposed $6 million class-action settlement "is not in the best interest of the class and really puts a black eye on securities litigation. We feel, as members of the plaintiff securities bar, that the shareholders deserve better and that's what we're trying to do."  Halliburton said the new complaint, attached as an exhibit to a motion to file it, is a bid to "generate publicity, while violating the spirit but not the letter of that order." "Many of their complaints have already been asked and already been answered. It is virtually a recycled lawsuit."
