trillions perdu, my Online Journal article on Dov Zakheim, former Bush
appointee as Pentagon Comptroller from May 4, 2001 to March 10, 2004. At
that time he was unable to explain the disappearance of $1 trillion
dollars. Actually, nearly three years earlier, Donald Rumsfeld announced
on September 10, 2001 that an audit discovered $2.3 trillion was also
missing from the Pentagon books. That story, as I mentioned, was buried
under 9-11’s rubble. The two sums disappeared on Zakheim’s watch.
Yet on May 6, 2004, Zakheim took a lucrative position at Booz Allen Hamilton, one of the most prestigious strategy consulting firms in the world. One of its clients then was Blessed Relief, a charity said to be a front for Osama bin Laden. Booz, Allen & Hamilton then also worked closely with DARPA, the Defense Advanced Research Projects Agency, which is the research arm of the Department of Defense. So the dark card was shifted to another part of the deck. | Perhaps no other part of the US. government is more
representative of the factionalization and in-fighting within the U.S.
government than the U.S. Air Force. WMR has previously cited a breakdown
in the Defense Department and Air Force chains-of-command, particularly
in the area of nuclear weapons security.
The Air Force is now faced with another surprise high level Air Force resignation, a suspicious death of a general in Alaska, more incidents over control of strategic nuclear weapons, and an additional star for a key player in a rival chain-of-command operated from Vice President Dick Cheney's office over which Secretary of Defense Robert Gates has little to no control. Yesterday, acting Air Force Secretary Michael Donley, who replaced Air Force Secretary Michael Wynne after he was fired by Gates early last month, accepted the surprise resignation of Assistant Secretary of the Air Force for Installations, Environment and Logistics William C. "Bill" Anderson, who, before his present job, was an official of General Electric. He took the Air Force job in September 2005. Anderson's swift resignation follows those of Wynne and Air Force Chief of Staff General Michael Moseley, whose resignations were seen as part of an effort by Gates to regain control of the Air Force and stem a series of security incidents involving nuclear weapons. The Air Force resignations followed shakeups in the Navy hierarchy, including the firings of Admirals William Fallon, Central Command commander, and John Stufflebeem, former Sixth Fleet Commander and Chief of Naval Staff, over their opposition to the Cheney/neocon chain-of-command's war plans for Iran. Meanwhile, Brig. Gen. Lawrence Stutzriem, director of Project CHECKMATE, the Air Force Strategic Studies Group at the Pentagon that is planning for a U.S. military strike on Iran, has received a second star. Dr. Lani Kass, a former Israeli Air Force officer and current Air Force cyber-warfare guru, is the civilian adviser to Stutzriem and Project CHECKMATE. Stutzriem's promotion indicates that Gates is having severe difficulties purging the higher ranks of the Air Force of neocon elements. Two weeks ago, Gates warned of "creeping militarization" of the U.S. government as his choice, perhaps a coerced selection, to replace Moseley as Air Force Chief of Staff, General Norton Schwartz, was saber rattling against Russia, a favorite neocon "whipping boy," in his Senate confirmation hearing. Gates was also faced with another nuclear incident at Minot Air Force Base involving the possible compromise of Minuteman III nuclear missile launch codes after three U.S. Air Force missile officers assigned to the 91st Missile Wing supposedly "fell asleep" on duty, prompting an official investigation. WMR's July 25 report stated: "The latest Minot incident entails three members of an Air Force LGM-30 Minuteman III intercontinental ballistic missile (ICBM) crew 'falling asleep' while in possession of highly-classified nuclear launch codes. There are some unconfirmed reports that the incident involved an individual taking the launch codes from the launch control facility resulting in a base-wide lock down. The Air Force responded by stating that the codes in possession of the three officers were deactivated. However, a National Security Agency (NSA) source with whom WMR spoke said that if the nuclear codes, which are developed and distributed by NSA, were superseded and new coding devices were installed, the crew would not need to have the old codes in their possession in order to authenticate the launching of ICBMs in their silos. Only the current on-site launch codes would be used to verify an Emergency Action Message (EAM) from the President to launch the missiles. "The latest Minot incident took place on July 12, a few months after Minot failed its nuclear surety inspection for nuclear weapons security. In May, the Defense Threat Reduction Agency gave Minot an unacceptable grade following its nuclear security inspection. Since last August's incident with the nuclear cruise missiles, it has been discovered that fuses for Minuteman III ICBM nuclear missiles were sent 'by mistake' to Taiwan and that after an official investigation more than 1,000 nuclear components may be missing from the U.S. nuclear inventory. On August 30, 2007, a Barksdale-based B-52 flew six nuclear warhead tipped AGM-129 advanced cruise missiles from Minot to Barksdale. The incident was later called a 'mistake' by Air Force officials. However, three high-ranking Air Force officers leaked the incident to the Air Force Times. WMR reported that the weapons were to be used in a military strike on Iran authorized by a rival chain-of-command operating out of Vice President Dick Cheney's office and bypassing Gates and members of the Joint Chiefs of Staff, except for Air Force Chief of Staff General Michael Moseley." Effective July 1, 2008, the 91st Space Wing at Minot, the 341st Space Wing at Malmstrom Air Force Base in Montana, and the 90th Space Wing at F.E. Warren Air Five Base in Wyoming were re-designated Missile Wings to re-emphasize the importance of the Air Force's ICBM force. Warren was the original source of the four Minuteman III fuses that were "mistakenly" sent to Taiwan. On April 21, 2008, WMR reported on an exercise that took place a few days prior to the Minot B-52 nuclear cruise missile incident in August 2007: "The August 30 [Minot-to-Barksdale B-52] incident had been preceded by a little-known exercise, known as REX REDUX, which occurred on August 24. Lead by Generals Moseley and [8th Air Force commander Robert] Elder, this exercise required three B-52 bombers to leave Barksdale and fly a route to the Atlantic Ocean to an area east of Bermuda. The purpose of the mission, as stated by the Shreveport Times, was to 'try out LITENING, a targeting pod that transmits video and other data through cyberspace to planners on shore. They were the first active-duty bombers to use the pod, pioneered by a sister unit, the Reserve 917th Wing.' The target of the B-52s was a Navy supply ship, USNS 2nd Lt. John P. Bobo, in the Atlantic Ocean." LITENING is an Israeli targeting system. Also from WMR's April 21, 2008 report: "Barksdale role in REX REDUX and the Minot nuclear flight was rewarded handsomely by Air Force Secretary Wynne. On September 12, a few weeks after the Minot nuclear incident, Wynne announced in Shreveport that he was bearing a gift: Barksdale had been selected as the interim headquarters for the Air Force's new Cyber Command." Wynne's Assistant Secretary, Anderson, who abruptly resigned yesterday, was a key factor in the Air Force Cyber Command decision making hierarchy. Anderson blamed Gates' shakeup in the Air Force leadership as the main reason for his resignation, an indication that Anderson was part of the rival chain-of-command that included Moseley and Wynne. Pointing to additional Air Force operations involving nuclear weapons, two Nuclear Operational Readiness Exercises were scheduled for "late summer" for the 2nd Bomb Wing at Barksdale, around the same time as REX REDUX and the B-52 flight from Minot. Moreover, on August 13, 2007, B-52s from Barksdale ended their participation in the eight-day EXERCISE VALIANT SHIELD 2007, described as "the largest exercise of its kind in the Pacific." From August 21-23, 2007, Barksdale-based B-52s from the 20th Expeditionary Bomb Squadron flying out of Guam took part in EXERCISE KOA LIGHTNING, which simulated the dropping of bombs on targets in Hawaii. On August 24, the 20th's colleagues from Barksdale were "lighting up" with their Israeli-made LITENING targeting systems "targets of opportunity," such as dams, bridges, airports, and other critical infrastructure targets in several southern U.S. states, including Georgia, Alabama, Mississippi, and South Carolina as part of REX REDUX. All the targets of opportunity were supplied by the US Northern Command (NORTHCOM). On July 28, it was announced that Moseley's Executive Officer, until May 2007, Brig. Gen. Thomas Tinsley, died from a gun shot wound to the chest at his Air Force base housing residence at Elmendorf Air Force Base in Alaska. Tinsley was commander of the 3rd Wing. Air Force investigators were generally closed mouth about the incident but indicated it was an accident or suicide. Air Force officials in Washington immediately ruled out "foul play" or homicide. WMR has learned from Air Force insiders that Tinsley, like all other Air Force personnel, would have been required to register and keep their rifles, shotguns, and pistols at the military police facility on the base. If there is no record of Tinsley having checked out his weapon from the Elmendorf police facility that means he did not register and check in his his weapon as required by Air Force regulations or he checked it out earlier. If there is no record of either case, the Air Force's hasty conclusion that foul play is ruled out is premature. WMR can also now report that there is a possible connection between the disappearance of air adventurer Steve Fossett over the Nevada desert last September 3 and the B-52 nuclear flight from Minot to Barksdale. Shortly after the incident, this editor was approached in an unlikely and stealthy manner by a knowledgeable U.S. government employee who revealed that the disappearance of Fossett's plane was engineered by the U.S. military to take attention off the B-52 incident and divert the attention of Air Force investigators. The leak of the B-52 incident to the media occurred around the same time that Fossett's plane disappeared. The first report of the B-52 incident was in Air Force Times on September 5, 2007 and was based on a leak to the paper by three high-ranking Air Force officers. Britain's News of the World is now reporting that Fossett may have faked his own disappearance. Lt. Col. Cynthia Ryan of the Civil Air Patrol, the auxiliary of the Air Force, who was involved in the search for Fossett from the beginning, told the British paper that Fossett's plane may not have crashed. The Civil Air Patrol had been tasked in the search by the Air Force Rescue Coordination Center. Ryan said, "I know very few people here [Nevada], friends in law enforcement, that buy this story like the rest of the world." Ryan added, "We found six other planes while we were looking for him [Fossett]. We're pretty good at what we do." Ryan also revealed that during the search for Fossett, mercenary security personnel from Blackwater USA guarded the Flying M Ranch of hotel billionaire Barron Hilton, near Reno, which was where Fossett reportedly started his flight. The Air Force and the blathering gatekeepers of the faux left and the neocon right began to "swiftboat" Ryan after her revelations. Insurance risk assessor Robert Davis, who has been conducting an investigation of the Fossett disappearance for Lloyd's of London, said, a "proper criminal investigation of this man's disappearance was never undertaken by law enforcement or officials in the state of Nevada." It is noteworthy that Davis is based in Shreveport, the home of Barksdale Air Force Base, the destination of the nuclear-armed B-52 from Minot. WMR has also learned more details about the death of Air Force Tech Sergeant Jackie Larsen, reported on July 17, 2008. Larsen was reported to have died from "natural causes" at the Balad Air Base in Iraq where she was assigned to the 447th Air Expeditionary Group as principal adviser to the Staff Judge Advocate. Larsen worked with the Law and Order Task Force (LAOTF) of the 732nd Expeditionary Support Squadron at Forward Operating Base Shield at the Balad base. WMR has learned from Larsen's Air Force colleagues that she died a few hours after being admitted to the hospital suffering from meningitis. There are questions about the failure of the military to med-evac Larsen immediately to the better-equipped and prepared Landstuhl Regional Medical Center in Germany.
